Has responsibility for ensuring that the asset construction, the interface management and terminal operations are done in compliance with applicable standards, local and international laws and regulations
Manages a team of HSE employees and is responsible for their continued training and training of the remaining organisation.

Has responsibility for ensuring that all sub-contractor activities within the premises as well as daily operations are done in accordance with safety rules and regulations
Set up and run the emergency response program and certify the “Plan d’operation interne” (POI).

• Provide HSE support and advice Embed Fatal 5 into operational processes
• Identify/assess/control high risk activities
• Develop and Manage the health program
• Actively participates and supports the asset construction activities
• Actively supports the area owners in the implementation of risk based approach to civil, equipment, and operational interfaces 5
• Follows a risk based approach to identify potential risks related to building the asset and building the business
• Identifies and supports the mitigation of construction related risks
• Ensures a smooth handover from asset to business
• Identify positions exposed to a health risk and adequate mitigations
• Identify and build relationships with relevant stakeholders
• Support/Implement. Traffic management plan – incl. external trucks
• Identify/assess/control risk related to interface management for operations/ engineering
• Identify innovation opportunities for risk elimination/reduction
• Visual standards
• PPE policy
• Identify and implement Fire safety requirements
• Specific PPE requirements for high risk activities
• Equipment minimums
• Embed HSSE into training programs
• Identify needs, local laws for emergency response, develop emergency response team
• Plan and execute drills
• Develop and certify Plan d’operation interne (POI) with relevant authorities
• Safety induction program
• Build DG capabilities
• Provide or source necessary trainings to support operational needs
• Support asset construction
• Any other duties as required

• Requires completion of an engineering degree in asset/civil construction or a relevant heavy industry.
• Requires at least 8 years of relevant HSE experience in large organizations with proven leadership and performance track
• Must have in-depth knowledge of HSE procedures for construction, terminal operations or a relevant industry.
• Must have a full understanding for complex emergency response procedures and plan d’operation interne.
• Requires full understanding of local HSE laws and regulations.
• Requires an understanding of international standards of safe work practices for the industry.
• Must be able to build strong external relationships with different stakeholders.
• Must have extensive knowledge in investigative procedures.
• Must have extensive knowledge in HSE risk and impact assessments
• Requires the ability to communicate both in French, Arabic and English
• Must be able to train others.
• Requires excellent organizational skills, including planning, directing, and monitoring activities.
• Requires good problem-solving skills, with an ability to define the problem, examine solutions, and select the best solution, and this must be done at times immediately under stress
• Requires ability to remain calm, but able to direct others, in times of emergency.
• Must be able to work outside and inside, long days and at different working hours

• Minimum bachelor degree in HSE related field
• Certified in quality management systems (OSHAS 18001/ISO 14001 or similar)
• Skilled in IT tools beyond office (Proven expertise in Office, design, development)
• Requires at least five years of HSSE relevant experience
• Requires an in depth understanding of risk management methodologies
• Must have a good understanding of preventative safety measures for buildings and port facilities
• Requires full understanding of local HSSE laws and regulations.
• Requires an understanding of international standards of safe work practices for the industry.
• Requires an understanding of work injuries, the investigation process to determine cause, and the process to assess practical solutions.
• Must have extensive knowledge in investigative procedures and report-writing.
• Requires the ability to communicate both in English, Arabic & French.
• Requires excellent organizational skills, including planning, directing, and monitoring activities.
• Requires good problem-solving skills, with an ability to define the problem, examine solutions, and select the best solution, and this must be done at times immediately under stress
• Requires ability to remain calm, but able to direct others, in times of emergency
